IN GOVT. COLLEGES, AVERAGE MARKS COME TOO LOW.IS IT A MATTER OF CONCERN?PLEASE ANSWER URGENTLY.(WHEREAS 9.16 is highest in KGEC,9.8 is the highest in IEM)
