hi subhrajit, as far as my knowledge goes, i dont think u can change colleges, however good u may be. However, to change streams within your existing college, you must have a YGPA of at least 8.5 to qualify for filling branch change form. After that, it entirely depends on two factors: administration rules of your college and demand of the stream you want to go to. take an example: suppose u have a ygpa of 9.0 and u want to either go to civil or mechanical each having say 6 vacant seats each. Now due to popularity of say civil, u dont get CE as 6 students who have better ygpa's than u opt for civil first. but u get the 3rd seat in ME as u were 3rd best in the list of applicants for ME in ur college. hope this stuff helps u and all the best in changing ur branch
