can anyone suggest books for electronics and telecommunication....i wanna sit for the upse in this subject...

Its UPSC, not UPSE. UPSC is one the most toughest exams in India, so you need to boost your knowledge in particular topics of Electronics. For this there is not a single book, but you need to study book for each topic like Digital, Analog, Communication, DSP.
